From the World Stage to the Musicians at Home: A Case Study of Indonesia's Music Royalties Policy

Tulisan ini diharapkan dapat mengisi kekosongan dalam kajian implementasi kebijakan di industri musik, khususnya kebijakan royalti musik. Kami menggunakan pendekatan kualitatif dengan mensintesis tiga metode (analisis bibliometrik, wawancara, dan analisis data sekunder). Menggunakan kerangka kerja yang diturunkan dari Policy Success-Failure (McConnell, 2010) dan determinant framework (Nilsen, 2015), kami melihat tiga dimensi implementasi kebijakan royalti musik dari dua subjek: LMKN dan The Store Front (TSF). Berdasarkan analisis, LMKN didefinisikan sebagai Resilient-Conflicted Success karena kelonggaran diskresi, adanya akuntabilitas dan inovasi, dengan kritik terhadap implementasi kebijakan mereka dalam manajemen royalti musik (pertanyaan akuntabilitas dan transparansi masih terjadi dalam industri musik) sebagai kerugian. Sementara itu, TSF didefinisikan sebagai Resilient Success dalam implementasinya karena tujuan dan nilai-nilainya selaras dengan tujuan utama kebijakan royalti musik (akumulasi dan distribusi royalti yang adil, inklusif, transparan, dan akuntabel). Adapun kekurangannya, TSF memiliki masalah seperti kurangnya inovasi yang dapat dianggap sebagai efisiensi. Oleh karena itu, kami percaya bahwa kunci keberhasilan penerapan kebijakan royalti musik terletak pada tercapainya transparansi dan inovasi.

This paper is expected to fill in the gaps in policy implementation studies in the music industry, particularly music royalties policy. We utilized the qualitative approach by synthesizing three methods (bibliometric analysis, interview, and secondary data analysis). Using a framework derived from Policy Success-Failure (McConnell, 2010) and the determinant framework (Nilsen, 2015), we look into the three dimensions of music royalties policy implementation of the two subjects: LMKN and The Store Front (TSF). Based on the analysis, LMKN is defined as Resilient-Conflicted Success due to the allowance of discretion, the existence of accountability and innovation, with criticisms on their policy implementation of music royalties management (questions of accountability and transparency are still transpiring within the music industry) as a disadvantage. Meanwhile, TSF is defined as Resilient Success in their implementation since their objectives and values are aligned with the primary objective of the music royalties policy (fair, inclusive, transparent, and accountable accumulation and distribution of royalties). As for disadvantages, TSF has issues such as lack of innovation which can be considered as an efficiency. Hence, we believe that the key to successful implementation of music royalties policy lies in the attainment of transparency and innovation.
